I get it, its part of the main story and you want us to experience that but my god once we have had to watch it through the MSQ why in the hell do we have to continue to go through it every time we just want to run dungeons?

Last time I did it, myself and a bunch of people went AFK through it. I went and had a shower, did some dishes, made something to eat and then went to the store to pick up a couple of groceries and when I got back the story was still going. It is absolutely ridiculous.

Run 5 steps, 2 minuet cut scene, run 5 move steps, 2 minuet cut scene.

You went over board with it for the main story but regardless it is not needed once we have had to view it already.

You cant have both. Just run the highest level dungeon you have unlocked if you want efficiency.

Yeah, those are literally the only 2 dungeons that do that, and are the only ones in MSQ roulette.

only 2 dungeons out of all the 8 man's in the MSQ that have locked cutscenes regardless if it is roulette or queued up via regular DF. Seriously, the locked cutscenes was a result of people simply completing the dungeon before a new person had a chance to experience the dungeon. SE Locked them and increased the XP for MSQ roulette which I am fine with. If you are farming mogtomes which you may be doing I dunno, you are better off just queuing up AV or Rival Wings in that case. If its for XP, quicker ways to get xp than MSQ roulette, its just with more effort.

When I first ran these, I kept hammering the ESC key hundreds of time, afraid that I'd be kicked for wasting the group's time by watching them (I recently come from WoW) If it were possible to skip the scenes in these mandatory dungeons, some method would be required to protect new player's opportunity to view them, but not delay the progress of those that have run them many times.

Perhaps give players an option to group with new players and view the scenes again, for extra rewards. Even leave the experienced folks out of the cutscenes, but frozen, and let them type advice in chat for the new players about to run the next stage. If you choose to skip the scenes, then you don't get grouped with anyone who hasn't seen them yet.

We already have extra rewards for people who run those dungeons again - its the huge payout the mainstory roulette gives once a day. Unless you want to make a case to give that kind of reward multiple times a day, its already there. Whenever this topic comes up, people forget that they're already getting compensated for the time they spent in those cutscenes - I could get behind just locking people in place but out of the cutscenes, but honestly: The cutscenes auto-scroll now. The difference between that and being locked in place outside of the cutscene seem rather minimal to me. Typing in chat is enterily possible while in a cutscene (just hit "Enter" to bring up the chat-window). Doing something else is enterily possible while in a cutscene.

Getting the option not to be grouped with new people (aka those who havent seen the cutscenes yet), defeats the purpose of the whole roulette. You're there to help those new people through the dungeon, thats the whole purpose. Thats what you get your reward for: For being willing to sit through these cutscenes.
People dont run those dungeons for progression outside of the MSQ-roulette anymore and the progression granted by the MSQ-roulette is only as good as it is right now because they're taking into account how long the dungeon will take. If that would be shortend in any way - for example by allowing for "skip cutscene"-groups - the reward would need to be adjusted to reflect the effort.
MSQ-roulette is excatly what you're suggesting: Going through the cutscenes again for extra rewards.

they changed it so people who are new can watch cutscenes and enjoy the fight, before that people either way had to skip cutscenes because nobody waited for them or saw cutscenes and then suddenly were at the end of the dungeon. people complained that they cant enjoy it because people dont wait for them. that is why it is now how it is. you never can make everyone 100% happy. just watch smth while you do the dungeons or dont do them at all.
