Yes i waited half a day, and probably will wait just to see how long the timer goes..

if you just starting out this late into the season you are out of luck unless you can find/convince other people to queue that are new as well.
ranked feast is only active when a season starts. once people get high enough they stop doing it because they feel they've secured their position in the rankings well enough.
new people that are late to the party are out of luck because there is no one left around at bronze/silver level to queue with anymore.
