Problem with skills

Won't let me put them on the hotbar.
When I use the melee combo I can't use it because they are not on the hotbar

They are automatic upgrades to other abilties. They don't get put on your hotbar which it says this at the bottom of the tooltip in your ability menu.

When you successfully complete the fully upgraded melee combo (i.e. you start with at least 80 mana in each of black and white and use Enchante Riposte -> Enchanted Zwerchau -> Enchanted Redoublement in order without using any other GCD abilities) then Verthunder and Veraero will automatically turn into Verflare and Verholy respectively. Using any spell or melee skill at this time will cancel the proc, so make sure you use it immediately. Once you reach level 80 you will get an additional step where when you use the Verflare/holy proc successfully then Jolt II will automatically upgrade into Scorch which you have to use before any other spells or lose the proc.

Verfire and Verstone, when I use verthunder or veraero, do not activate

There is only a 50% chance for these to proc normally, so it's entirely possible to not have them activate, even multiple times in a row.

nor with Acceleration.

This is the only strange part of your post since it will be 100% chance to proc for the next 3 casts that can proc as long as the duration doesn't run out and makes me wonder if you're doing something wrong.

Your hotbar should have 5 spells on it:
1. Verthunder - gets upgraded to Verflare after the successful completion of a full upgraded and uninterrupted melee combo. Upgrade lost if another spell or melee skill is used.
2. Veraero - gets upgraded to Verholy after the successful completion of a full upgraded and uninterrupted melee combo. Upgrade lost if another spell or melee skill is used.
3. Verfire - greyed out until either Verthunder or Verflare procs. The proc applies the Verfire Ready buff to yourself which lasts 30s. You can use Verfire once before the buff runs out.
4. Verstone - greyed out until either Veraero or Verholy procs. The proc applies the Verstore Ready buff to yourself which lasts 30s. You can use Verstone once before the buff runs out.
5. Jolt II - gets upgraded to Scorch after using Verflare or Verholy at level 80. Upgrade lost if another spell or melee skill is used.
