Problem with recast of skills and spells

I have about 5 minutes of recast on all spells and skills, like thunder (normally 6 seconds).
I can't play or do levequests if I have to wait minutes between spells or skills.

EDIT: The issue is resolved when I was trying to make one screenshot to post here.
