Problem with recast of skills and spells

I have about 5 minutes of recast on all spells and skills, like thunder (normally 6 seconds).
I can't play or do levequests if I have to wait minutes between spells or skills.

Same exact thing happened to me last night. I got fed up waiting for a GM and am reinstalling.

Isp: Comcast
Type-cable
Speed-54 mbps
Date and time- April 5 at 10 pm and April 6th at 7 am
Frequency- I was able to fix the whack recast timers by logging twice but currently cannot return or teleport anywhere
