Confiteor is your finisher, as once you use it, the Requiescat buff ends
Confiteor cancels your requiscat immediatly upon using it, so in order to maximise your req windows you need to use 4 holy spells then confiteor, as that will bottom your mana and get the full effect of the req potency buffs

Now, I barely play PLD so correct me if I'm wrong... but the potency buff of Req is only active while you have 80% MP or more anyway, so only your first two spells feel the effect.
So surely using just one Holy spell, then Confiteor, would be a DPS gain even with dropping Req, so long as you're not forced to move?

Requiescat checks you current MP when used. If you have 8k to 10k at the time of use, it gives you a 12 sec buff that increase Attack Magic and Healing Magic potency by 50%, makes spell cast times instant for the duration and allows Confiteor to be cast. Tooltip needs clarifying then.
To quote Requiescat tool tip:
Deals unaspected damage with a potency of 150. Potency increases up to 550 as MP nears maximum.
Additional Effect: Increases attack magic and healing magic potency by 50% if current MP is at 80% or higher, and allows spells to be cast immediately
Duration: 12s
Surely the "Duration: 12s" and the "current MP" makes it pretty clear? You deal your 550 potency Requiescat at full mana then get the buff for 12 seconds.
It is clear if you know how to interpret FFXIV tooltips which, let's just be honest here, can be pretty damn cryptic at times.
It really wouldn't hurt to change the wording on that one so that it can't be misinterpreted. We've all seen PLDs doing instant confettis.
