Requiescat checks you current MP when used. If you have 8k to 10k at the time of use, it gives you a 12 sec buff that increase Attack Magic and Healing Magic potency by 50%, makes spell cast times instant for the duration and allows Confiteor to be cast. The Buff doesn't care about your MP; only Requiescat (which grants the buff if you have enough MP) does.
