To make it better, and more consistent with other actions tha grant effects, it should be more like this.

Deals unaspected damage with a potency of 150. Potency increases up to 550 as MP nears maximum. If current MP is 80% or greater, grants Requiescat.

Requiescat Effect: Increases attack magic and healing magic potency by 50% and allows spells to be cast immediately
Duration: 12s
To make it clearer, you can change the buff Requiescat gives to a different name, just to distinguish it's buff from the ability itself.

I will say, I never saw the issue, but upon reading it, I can see how it can be a bit ambiguous to what it means.
