I was thinking, a creative enough FC could fashion the interior of their house to resemble the interior of an airship.

I know it's not the same thing as full-blown airship housing, but it's something I'd like to see happen regardless. X3

So don't make them mounts, but instances that aren't bound to a zone, kind of.
Yeah. This is definitely not compatible with way mount flight works. I want these to be epic in scale relative to your character, like the size of a mansion. Thus we can't have them blotting out the sun, or being able to fly over a camp out in the world and completely cover the aetheryte. It would also be a technical nightmare since they would need collision so you could walk on the deck, which would not work well with not only other airships in the air but also stuff on the ground. A lot of reasons why we can't have something this big and complex out on field maps.

Thus yeah, the interior and exterior of the ship would be instanced. If the airship is going to be able to take people places, the airship owner should satisfy the means of flight for the area first (so you still need aether currents), and it would create some kind of drop-off point in the area where you can deploy to if you have access to that area normally.
