Technical, almost certainly. In the earlier days of talking about the idea of doing "something like a new game+" Yoshi-P mentioned that one of the technical issues was all the various flags that need to be reset in order for replayed quests to function properly, and if they ever did implement such a feature, it might necessarily involve just resetting all flags, so as to avoid unforeseen side effects related to flag states being set in unintended combinations. Since then, they clearly figured out how they could safely reset flags in chunks (or set a bunch of related temporary flags), but they must have decided that it was too complicated to implement the ability to select a specific quest and set all flags up to that point.
