FFXIV Launcher stuck in full screen?

So I recently fully reset my PC following some Windows issues. I downloaded FFXIV from the official website and upon installing the launcher it came with the wrong icon to what I had before the reset (The white and blue 1.0 icon I think) not only that but when I open the launcher it's forced into full screen mode, there is no window icon, only minimise or close. I let the game fully install to see if this would change any of that, launched it, closed it and nothing changed. I uninstalled the game, downloaded the installer again from the website and began to reinstall it again and it's still the same issue.
It doesn't seem as if it's actually affecting gameplay in any way, but everybody I have asked about this has mentioned how odd it is and how they have never had any issue like this, has anybody else experienced this?

Can you please provide screenshots of what is happening? What website are you downloading the launcher from? You may also want to try deleting the locally-saved data folder (My Documents > My Games > Final Fantasy XIV). Make sure to create a backup of this so you can replace it if it doesn't solve the issue.

So yeah the icon no longer shows as the red meteor logo in the black square and the launcher is stuck in full screen mode, it's a little difficult to show but both in this album: https://imgur.com/a/AdfOYMb

To clarify, the issue is only with the launcher, correct? You don't have any issues in-game being stuck at full screen?

Do you have issues with the launcher's links or with signing in?

Yeah that's correct, it's just the the launcher being stuck in full screen. Which isn't a big deal just something I found unusual and thought best to inquire about, since I couldn't find anything about it online.

All the links seem to be working just fine and there's no issue signing in

No I haven't changed any settings everything is how it came from the installer, and none in the config tab seem to elude to any full screen options that I can see. I noticed that when I switch it back to the original launcher layout that one is windowed, but every time I switch it back to the current launcher layout it forces itself back into full screen.

Sorry for not clarifying it earlier, but it didn't unfortunately, when I open the launcher after doing that it brings up the software license agreement in full screen, the same as the log in page.
