hotbar shortcut shift/ctrl/alt+key will trigger key when releasing s/c/a first

Steps:
1. press hotbar bind with e.g. shift+w
2. release shift while holding w
3. character cancels cast and starts moving

this applies to any hotbar bind with shift/ctrl/alt. I have target switch on q and e but also hotbar binds on shift+q, shift+e, ctrl+q, ctrl+e. So when i accidentally release shift or ctrl before q or e it will switch target after cast and that ruins me the game.

after further testing i can confirm that most binds are unaffected by this.

There are 3 main examples in this video:
First is Shift+Q releasing Shift before Q triggers Q bind aswell.
Second is Shift+Tab releasing Shift before Tab triggers Tab bind aswell.
Last is Shift+W releasing Shift before W triggers W bind aswell.
