    Performance sounds should take your blacklist into account

    It's just annoying when you want to listen to somebody play and some random garbage just starts making cymbal noises. This is guaranteed to happen if there's a band playing. We need what I suggested in title or some other way to mute one single player.

    Unless they're standing right on top of the performers, you could try playing around with the setting that adjusts where sound is centered on and adjusting your camera orientation. E.g. It's possible to nearly mute someone by placing your camera as far away as possible from them while having sound centered on your camera's location or standing on the far side of the performers from them and having sound centered on yourself. If I'm listening to a performance, I'm usually already in that menu anyway to mute the normal background music of the area.

    Yeah, I'm aware of this workaround, but unfortunately it doesn't work if the annoying person is right on top of the players you actually want to listen.

    You can report that. As long as you stay in game, GMs typically respond via a /tell to harassment reports within 30 minutes so there's a good chance that if said person is trolling a performance the GM will be able to see (hear?) it happen it live.
