Mooch bugged?

I've been trying to get a minion (Castaway Chocobo Chick) which you have to use a double mooch for. Is it just me or is this not working properly since when I do catch the first fish its saying to use Mooch II and then on catching the second fish it also says use Mooch II. Now this is impossible since there is such a long CD on Mooch II and if you wait you then lose the Mooch window. Shouldn't it be use Mooch THEN use Mooch II on the second catch? I've only just recently returned to FFXIV and fishing was a relaxer which isn't happening at the moment lol. Would appreciate anyone's insight into this or am I doing something wrong?

Mooch (Mooch one) has no cool down, it is trigger by catching a HQ version of a catch that is moochable.
Mooch II (Mooch two) has a cool down, it is trigger by catching a NQ version of a catch that is moochable.

So, on double mooch catches, either hope for RNGesus to bless you with HQ catches so you don't have the worry about the cool down, or use the FSH skills that increase the chance/percentage of a HQ catch.
The latter is what works the best
