It's not directly saving money, but consider the two routes you can currently take to Lv70:

1. You subscribe normally and play through all three games and their patch quests. This could well take you two months (=$24 of sub payments) and a considerable chunk of your time besides.

2. You pay for a story skip ($25) and are instantly at the same point with zero time investment.

If you look at it that way, then the pricing does make sense. Depending on how long it would take you to work through the game normally, a story skip may mean you break even on "money paid by the point you reach Lv70" while saving a large amount of time.

Also for what it's worth, you don't need to factor the $12 sub into your "initial costs" calculation because you'd get the 30 free days with the initial purchase of the game.
