Starting at lvl 1 would not have helped you at all after all that time since playing it.

Jolt doesnt say it reduces the cast time of those... because it doesnt? Using any spell that has a cast time grants dualcast. If its instant, you don't get dualcast. The dualcast tooltip tells you how it works.
