Empty block list?!??!

So I moved back to my old server on the same data center that my formerly new server was on. Most of the names on my block list were from the old/current server. BUT THE LIST IS EMPTY and I'm livid.

I can't add them manually either.. So now what, Do I have around them and hope they say something in say or shout.. Or wait for them to start harassing me again.. Seriously the block list feature is as bad as housing.

I've had to get the police involved for some of the harassment I've endured from some of these people. I just wanted to go home to my friends without having to worry about harassment that the GM's clearly don't care about, because the last time this happened I sent a message to block them, and they got their message in one second later than I did, but because of that SE put a strike on my account.

So now what do I do? These are the same people who bypass blocks anyways with their alts.. Alts I don't remember at the top of my head either. Please restore my blacklist.. For the love of all things pure and joyful, comforting and good in this world. Please also give people the option to manually add others to their blist..
I'm legitimately mad about this.

It says under "Data Retained After Transfer" that the blacklist will NOT be transferred
