It really depends of the server and the wards. On Cerberus or Louisoix, there are a lot of wards that are dead empty, you don't cross anyone. Even those with big FCs look often like a dormitory city. Just leave your ward and wander around in other wards, in other cities, I guarantee you will find a lot of empty wards where you will not cross anyone.
