    you are both doing a wrong tracert to the wrong IP adress. 219.117.145.142 seems a Square Enix Japan IP address from square-enix.com . Its clear, that from Austria the latency is very high. this are not the game server!
    Check the correct IP:
    JP: 119.252.37.58 (tracert 119.252.37.58)
    NA: 204.2.29.122 (tracert 204.2.29.122)
    EU: 80.239.145.101 (tracert 80.239.145.101)
    Oceanic: 153.254.80.65 (tracert 153.254.80.65)
