I can't buy Oddly Specific mats from Scripts Exchange NPC

Trying to start part 2 of the Skysteel tools quest.
But none of the Script Exchange vendors will sell me the mats. (I don't even see them at the vendor.) They only offer (lvl.50) and (Master Recipes) for the yellow scripts.

I'm fairly new so have not done everything crafting related. Pretty much went from 30-80 in Ishgard stuff. What quest/requirement do I need to unlock so the vendor will sell me these mats? I've looked all over but have yet to see any answer.

Where are you in the main story?
There's quests to unlock collectables up through Shadowbringers now.

i.e. "The Boutique Always Wins" in Eulmore.

I'm done with the MSQ, but not finished up the crafting job quest chains. I hope I don't need to do those on my jobs from the 35+ level onward.

I did "The Boutique Always Wins" a few days ago. Got our catboy friend a new job at the club.
At the Script Exchange I do have some lvl 80 White script options open. Not sure how that happened. I guess I'll head back to Eulmore to see if anything else is there.

I wish FF14 was a bit more helpful in-game with pointing you to things/places you've not unlocked yet.
Especially when it lets you start the quest chain but makes no hint at what else you need to do to progress it.
NPC: "Make 20 of these!"
Me: Where do I get the mats?
NPC: *shrug*
Me: [checks internet] -> Go to Script Exchanger NPC
I have 1600 Yellow Crafter Scripts, Why can't I buy the mats for the 20 things I need to make?
Script Exchanger NPC: *shrugs*

Blah, internet sites were saying ANY Script Exchanger would have them. I had looked at Idyllshire and Limsa. I look at Eulmore's Exchanger and there they are!
