    I can see the photo.
One of the benefits of not having a restricted workspace I suppose.

My friend, you journal is right there in the screenshot. Close you map.
Unless you mean the UI journal. It's supposed to show Ishgard restoration progress there when in Ishgard. The reason you may not see your quest info is you've disabled them from sight via your journal.
I cannot see that part of your joirnal, it's covered up by your map. But you can check yourself. In your journal next to each quest is the level associated with it. Next to that is a box that will cycle from blank, pinned, or blacklisted. If you see the red crossed circle, you've simply blacklisted your quests.

If this wasn't helpful, more explanation may be required from your part.

You have the setting to hide the quest log in certain content turned on. You can find it in Character Configuration (hotkey K) --> UI Settings (along the left) --> HUD (along the top).

Make sure you have anything that mentions hiding the Duty List set to off, specifically in this case "Hide duty list during non-instanced duty." The Ishgard Restoration in your quest list is an active duty that triggers this, and the city of Ishgard is non-instanced so therefore it gets hidden. The other hide duty list option is for scenarios like when you're inside the Firmament which is instanced. Note that you may have to change zones for this to take effect once you apply the settings.
