Fix repairing in dungeons

2) Joining a dungeon with nearly broken gear is something that shouldnt happen: You get a warning if you queue with nearly broken gear. Which is the moment you can - and should - withdraw that queue and take care of your gear before trying again.

On that particular issue, the warning would be too late if you queued as a tank/healer and the queue popped immediately. You can withdraw, of course, but that's a strike against you for the day (even if you're unlikely to get three that way for an actual penalty).

It's also just not a good time to be getting the reminder in general. It would be nice if they could send alerts as you load back into the overworld after an instance.

Anyone who doesn't have all their Hand classes leveled high enough to repair everything should develop the habit of repairing immediately after a duty.
