You can repair in dungeons using Dark Matter if you have your crafting classes leveled.
Player
1) As Moomba mentioned: you can repair your own gear everywhere, including dungeons, if you have the appropriate crafter leveled and carry the needed dark matter.
2) Joining a dungeon with nearly broken gear is something that shouldnt happen: You get a warning if you queue with nearly broken gear. Which is the moment you can - and should - withdraw that queue and take care of your gear before trying again.
On that particular issue, the warning would be too late if you queued as a tank/healer and the queue popped immediately. You can withdraw, of course, but that's a strike against you for the day (even if you're unlikely to get three that way for an actual penalty).
It's also just not a good time to be getting the reminder in general. It would be nice if they could send alerts as you load back into the overworld after an instance.

The game warns you your gear is almost broken and you can repair your gear in dungeon. You have only yourself to blame for not taking care of yourself.
Is it really that hard to just hit a mender when you happen to pass one while AFKing around town? They're everywhere, including every inn.
