The Lv45 version of that gear will be available from the salvager, and it's possible to upgrade it to dyeable.

For the Lv50 version you'll need to trade an "antique helm" at the side room of Rowena's shop in Mor Dhona. (This is also where you upgrade the other one - you'll need at augmentation item from the marketboard.)
