Don't get me wrong, Stephanivien's a pretty capable guy, but those big, loose sleeves are just asking to get caught in machinery, and that wide-open collar is practically an invitation for hot sparks, metal shavings, and spent firearm cartridges to find their way inside his shirt. He's got goggles, gloves, and closed-toed shoes, so he's not a complete liability working in his beloved skysteel manufactory, but his shirt is the exact opposite of personal protective equipment. Ishgard clearly doesn't have any sort of Occupational Safety and Health Administration, or else all they would have had to do if they wanted to thwart the machinists guild was Report Stephanivien for dangerous workplace practices.
