I've searched high and low, but find no mention of any way to increase the chances of getting a good or excellent condition while crafting, but I have to ask, just in case I missed something.

At level 63 you learn a trait to increase "Good" chances but other than that, no not really.
Just wait until you hit expert crafts where you want "Pliant" all the time @_@

A follow up. I just made an item on my blacksmith (Titanium Lump Hammer) which was probably at the limit of her abilities. Does luck (condition) in any way get affected by the difficulty in making the item? She failed so much at getting good or excellent conditions I almost threw the PC out the window. We're talking 3 to 4 consecutive rounds of innovation without good/excellent. I got it on (HQ) the 4th try, by a hairs width. Normally I don't have much problems making HQ items, on any crafters, so this was kind of frustrating.
no. it is completely random as to when a good or excellent will show up. the only thing that is guaranteed is that a poor will always follow an excellent.
you need to rely more on upping your stats with gear and melds to not have to even rely on procs.
