I've said it so many times and I'll reiterate it again here:

If you have the gil, you and/or your FC should be able to get a house of whatever size you can afford.

Anything less than that is, and will ALWAYS be, unacceptable.
Exactly, this all comes down to SE not having gone with instanced housing in the first place like other major MMORPGs.

Yet, over the years they have doubled down on the persistent ward housing.

Considering that SE seems to be averse to reworking the housing system, these solutions would go a long way:

    1. Upgradeable apartments with balconies for gardens
    2. Delink the FC workshop from FC housing and link it to the GC instead, making the workshop individual content.

If we really have to have the wards remain than at least giving the option for workshop/gardening to non-house owners would be a fantastic step. While these are excellent ideas I'll keep arguing for revamping the housing system. When I see people arguing over the scraps of the housing system like this, it only makes me realize that the forced scarcity and the arguments over obtaining house isn't the problem. These arguments are symptoms of a much greater problem, namely the broken housing system.

You fix the system, you fix the symptoms.
