Oh I am 100% of the thought that it is intended to be a limited class. If we do see BST added as a job, one of two things will invariably happen.
One, like with SMN Egis, there's a predetermined selection of pets that each have individual properties, sort of like how FFX-2 had a specific pet for each character. Small chance of a glamour ability from optional content.
Two, based on how people are demanding the ability to tame pets in the wild like a WoW Hunter, it will be another Limited Job to pair with BLU to handle a meaningful selection.
There seems to be a fundamental misunderstanding a lot of people on these forums have when demanding BST get free-taming, where they assume the devs can balance having a virtually unlimited selection of pets because other games like WoW have so many. Except that in WoW, all Hunter pets essentially fall under one of three classes, with the difference between each species being a utility cooldown (like "your pet can shield itself" or "your pet has a buff that's on a CD shared with the rest of the raid"). Otherwise they're all functional reskins.
That being said, I could see them adding BST eventually to fill out the Ranged Physical Job roster, since their access to Whips is fairly unique.
Yoshi P in an interview even commented on how well it would fit as a limited class.
