I have never understood the idea in this game that healers should dps in any and all content, if you are playing content that has enrage times, burn phases or just tight dps checks in general you should be pulling healers from your static/guild/linkshell healers who want to and are aware of these things and not pug healers.
If you are talking levelling roulettes or similar who cares if they don't dps I'm certain if you install a parser you will see that if the dps classes in your party were to play more optimally they could also make runs far faster singling out healers for not making runs faster when there are at least two other people whose sole purpose is to deal damage is kinda silly especially in an environment where face rolling will largely suffice.
You should never expect random people to play how you want want them too they will do whatever they want no matter how much you don't like it, if there is an easy laid back way to get a reward there will be many people taking that road.
This all pointless though the healers not willing or are to lazy to help with dps likely will likely never see this thread, just making an account here requires more effort than dps in dungeons after all.

In other words: You want said thing despite the stones doing all the same stuff with only difference being the strength / MP needed? And despite Wind 1 and 2 being the same as well with the exact same difference?
If this is what you want, I'd say you haven't played WHM at the time when Stone and Wind were uselessly filling the hotbar.
I did. There was a time when MP management mattered, and you often switched up which version of stone you were using. Also, aero, aero 2, and aero 3 have no reason to not exist. Every healer has unnecessarily lost tools. I would frankly love to have my dots back on WHM, I want cleric stance back as a cooldown, and I want all of the wonderful cross-class abilities we lost back as well.
Also, you're very wrong - all of Aero's variants had different durations. It was effective dot management, and helped in making the DPS downtime of white mage more interesting.

The idea that 'le dumb dumb forum community' and 'casual plebbit' argue in favour of healers not doing damage/not having to do damage is a myth circlejerked by people in clique discords to feel justified in being jerks and calling people bad.
Whenever someone pops up on the forums to say "healers dont need to do damage yoshi p said so!!" they always get ratio'd and dunked on.
Generally speaking op, yes this forum and other large forums agree, healers should keep their dots up and press their damage buttons whenever someone isn't about to die.
Like, ofcourse healers want a fun class to play, yeah pressing one button for two years will get boring and healers want a little bit more spice, come on
I ain't forgot that one healer in the healer subforums that got triggered by me saying I don't find healing boring, etc. This subject is draining, and I almost always clash with other healers on the subject, and it doesn't tend to go well in FC chats either.
I find healing absolutely mind-numbing in the state it's in right now. I'm not going to argue that it's factually dull, but I'd love to hear your view on the matter - how do you enjoy healing? I'm struggling to wrap my brain around the idea.
Just to entertain the thought, I don't actually want this to happen since I like having holy trinity so this is not a suggestion:
What if they removed healing and added some other utility or role to current healer jobs. Healer could become the "Support" role and have Bard and Dancer join them there. They use strong buffs as well as utility for allies and are mandatory in every group, just like healers are right now, this way SE can actually let themselves go making support jobs without worrying about dps role balance since they will have a role of their own now.
All jobs (every role) get a GCD self heal button with perhaps a long cast time, so you won't die from damage but will lose good amount of dps each time you decide to heal yourself. Some of the support jobs will perhaps still have some oGCD group/target healing utility but nothing too strong or OP, something like Curing Waltz from DNC so it's clear that it won't replace the need of self healing.
In what other way can you see a total revamp of the healer role? (again, not saying this needs to happen , just thinking out loud for fun)

DOTs aren't the solution to make a WHM more interesting, in my opinion. We had SCH for that when you wanted a DOT-expert as healer. MP-management with several Stone-spells was also a pretty lame thing. As I said, to me, Stone was uselessly filling the hotbar.
But you know what I liked? Role skills. Explicitly having the Thaumaturge's second ice-spell for AOE in low-level instances. It was also nice to attack several things without making them immune to stunning.
And since I'm at it, I miss the times when our beam of water could do some damage. Having these days a one-target-CD that requires only a little bit time to be useable once more would be great.
->Loading a blood-lily is great, but my flower needs some water, if you get what I mean. (Plus, Conjurers / Whitemages feel incomplete, when not all three elements they kept after 1.x was gone have a purpose.)
Props to OP trying to bring it into general discussion but the above is the reason a very muchI don't mind it when healers do damage. The main point of this all is when these "Healer's" think they are a DPS. They spend more time trying to DPS than healing which results in people dying which then causes a wipe. Iv'e seen it happen, healer's get into DPS'ing to much and don't heal and people die. Which causes of course, longer runs.
"A few bad apples spoils the bunch" because a few bad healers who cannot juggle both their healing and focused solely on the damage section they wittled healers down to the most dull experience you can find in this game worse than Eureka/Diadem ever got
Guess what those bad healers are still around and still doing the same stupid things they did before, the only thing taking away healers damage tools did was make the people who tried to balance both get bored and want nothing to do with them, reverse this in 6.0 SE, healers around the world beg of you to improve our downtime immensely.
