To add onto this, in the BLU story line, the Mamool Ja who accompany the NPC to Ul'dah get a pass to enter the city on the account of, by beast men race, they simply were not registered. I am positive qiqirn would be on that list and it would break lore to have rat people with nicer fur be able to enter. Hrothgar, while a stretch, could get a pass on the account of being off Ul'dah's radar.



Just put some qiqirns in the weathered DNC gear and call it good.





As others have said, the 'rat/human hybrid race' in the game is the qiqirn, who were originally from FFXI's Treasures of Aht Urhgan expansion, and like FFXI, are classed as beastmen and are thus never going to be accessible to players.
As also mentioned, the hrothgar and viera are the two last player races to be added to the game, so alas Burmecians will never be seen here I'm sorry to say.

At this point, I think FF needs a new engine to be optimized for adding new races retroactively.






It's not just adding races though, it's adding the ongoing workload of modifying equipment to fit those races. Even if we got additional races it's unlikely they'd have unique body shapes as the Burmecians would need.
It's also at least part of why they "squeezed in" both Viera and Hrothgar instead of just going with one or the other. We were always going to get only one male and one female character model added - making them different races just makes it seem like we're missing out on something.


That's what I mean. I think it maybe possible to have a game that can add races of differing sizes that will automatically do most of the work of molding the armor to them.
