Then, I decided, hey my astrologician is level 57, and I'll try getting to 60 so I can do the tradeskills in the diadem. I *thought* I chose the lower level dungeon roulette, but must have accidentally chosen the wrong one. Anyway, got sent to the highest dungeon available - level 57 The Vault.

So one important thing to realize is there is no roulette which only includes low level dungeons. The Leveling Roulette includes leveling dungeons from every expansion- 1-49 for ARR, 51-59 for HW, 61-69 for SB, 71-79 for ShB. Since you bought a story skip you have the higher level leveling dungeons from the story you skipped unlocked and in the pool. It's only the level cap dungeons (50 for ARR, 60 for HW, 70 for SB, 80 for ShB) which are separated out into other roulettes.

If you want to practice healing in lower level dungeons you'll need to manually queue for them instead of using the roulette.
