There's no obligation or harm in using them, but they're there if you want or need them when you get to the point where you're more comfortable healing to the point where you don't need to constantly be spamming heals.

Getting more tools does not mean you can no longer enjoy your glare/broil/malefic spam. It doesn't mean you can no longer enjoy your holy/gravity/AoW spam. It just means you have something else you can use instead of spamming. I don't see why this has to be a mutually exclusive thing.
Easy. Yoshi answered that in the Mr Happy interview. Having a skill ceiling above ankle height "pressures" newbies. Nevermind that this argument magically only applies to healers. Sylphies are a skittish lot, and they need to be protected with one button spam limited jobs. Otherwise (heaven forfend) the evil community might think for a femtosecond that they might even consider a CPM above 4, and that's terrifying. Too stressful. Can't even give the option. You're safe now, nobody will make you actually push any buttons you don't want to.

DPS can screw their rotations up any hundred ways and people barely care. Oh they complain about it. They occasionally dress someone down in party chat. But the job design team also doesn't have a burning desire to weave a featherdown safety bubble around DPS princesses who *need* a one button spam job lest their subs evaporate.
