If you are not seeded into a group with someone having selected a dungeon, roulettes pick a random instance all players have unlocked AND have any applicable ilvl for.

Its why you will be disproportionately put into the lowest level mandatory instances, then current level instances, with older, optional instances last.


XP rewards for roulette bonuses (first time per day) are a set amount based on the level of the class you queued with, minus xp earned from kills (though this is reduced for 4man trials in leveling roulette).
