I had the issue for months. Opened ports, created exceptions in firewall for every ff14 exe, disabled large send offload, disabled firewall, disabled AV, Tried direct ethernet to router, tried direct ethernet to modem, tried google DNS, Run only in Admin, disabled "energy efficient ethernet", contacted isp, contacted Sqenix support, created thread on tech support forums here. ISP couldn't find any issues, i have 500/500 fiber. Sqenix support said "you already tried everything we would tell you to do to resolve the issue. Must be your ISP" Thread in tech support received no response from Mods, even though other people with the same issue received mod responses. Also, running tracert or WinMTR to your Data Center's IP address will likely show you the issue that I found: Drastic packet loss on hop 11, or no response at all from that node. If you lookup that address via "Arin Whois" You will see that node is an NTT backbone node.

NTT America is the subsidiary of NTT, the Japanese based IT Company that Sqenix uses.

I gave up and let my Subscription lapse, because the game was unplayable for me.
