As I look at the chart, Famfrit is not a particularly busy server, population may not be the problem. I myself am on Lethvitian which has one of the highest populations and that is currently open to character creation. https://na.finalfantasyxiv.com/lodestone/worldstatus/

Oh that's a lovely chart! thanks!
But if it's not population, what could be the cause?

Servers open & close character creation throughout the day based on how many characters are simultaneously logged in at once. If you're unable to create a character during a certain set of hours, you'll either need to try again later, or try during the game's dead hours when a lot less people are awake. (3/4am - 7am EST, especially during weekdays). (With quarantine, I'd be even more inclined to say the window is even shorter, probably closer to 3/4am - 6am)
Alternatively, if you absolutely want 100% chance of getting in and don't mind spending $18 to do so, you can create a character on a server that is open, play around with it a bit, and then three days later transfer the character through the world transfer service on mogstation, which bypasses the above system. (Unless the server is hard-locked from character creation, but afaik no server is hard-locked atm.) I've had to do it twice to get characters on servers with friends since I'm never awake during the open windows for the servers my friends were on.

Guess I'll keep trying for a couple more days, see if I get lucky. If not.. well I'll have to see how much I wanna keep my $18 lol.
Thanks so much for your help <3
