When I attempt to launch the DX11 client, I receive an error popup similar to if not exactly https://i.imgur.com/rMgw7He.png every single time.
I have attempted to fix the issue in several ways, including:
Uninstalling, deleting all traces of the game, and reinstalling multiple times.
Updating my BIOS.
Updating my graphics driver.
Underclocking my GPU.
Changing the refresh rate of my monitors.
A number of other things.

None of which have worked. I just want to play the game in DX11, but I'm being forced by whatever this is to play only in DX9.

Did you verify you are launching the 64-bit executible and not the 32bit?

Looking at the error code, it seems to be launching the 32-bit one, which may be the issue.

(go into the game directory, go into boot, and set your shortcut on the desktop for ffxivboot64.exe, not ffxivboot.exe)

I'm playing through Steam; I don't know of a way to do that through the steam client. Any suggestions? I'd appreciate them.

Edit: Managed to figure out a workaround, launched ffxivboot64.exe, still getting the same error when I hit Play. Sigh.

Good afternoon and thank you for posting on the Final Fantasy XIV Technical Support Forums.

Have any changes happened to the device before the issue began? We would also like to recommend several other troubleshooting steps:

1) Disable any additional programs that could cause interference with the game itself including chat programs. Also, remove any custom configurations made using graphics driver-level programs.
2) Turn off Fullscreen Optimizations. Find the executable file for the game (normally found in the install folder), right-click it and select 'Properties'. Under the 'Compatibility' tab, check the box labeled 'Disable Fullscreen Optimizations', then click 'Apply'.
3) Remove any unnecessary USB or audio devices (controllers, headphones, flash drives etc.)
4) Install Windows, Steam and FINAL FANTASY XIV on the same drive (preferably the C:/ drive, if possible)
5) Perform a clean boot by opening the task manager and select the 'Start up' Tab. Disable everything

No changes have been made to my PC in the time since I tried to redownload the game and play it. I have made all changes and attempted to fix the issue as you suggested, but still receive the exact same issue every time I try to launch the DX11 version.
