This is at least partially why I’m a fan of the idea of having Physick buff Aetherflow actions via a combo bonus. The other reason is to cut into the throughput of healing oGCDs that don’t have an associated GCD cost. Indom and Lustrate could be nerfed in order to make room for additional, conditional power that puts them slightly above where they are now. Deployment Tactics, by contrast, needs more oomph, so it could simply get number adjustments.

We could have DT add Catalyze (assuming it hasen't already) and Excog to the buffs it can spread.
