If we consider HL, tomes can be interesting as rewards but since most people use fates for leveling, the problem remains at lower levels.

Somehow, the current idea in ShB to add tokens is not that bad but still we don't see many players doing them. It was the rush at the release but since, there are less people, only special fates are still some kind of incentive. Low level maps are often ghost places. Currently with the free login campaign, there are more people but it will not last.

Maybe some kind of mix between Kupo tickets and fate tokens could create some kind of incentive. Rewards could be dyes, minions and these kind of things. Nothing big but collectibles or glamour elements. They need to avoid to kill the PotD and the HoH... they would need to create specific rewards at the certain extent. They also need to avoid to repeat the mistake from Diadem with pink stuff.

Throw some 2B butt enhancing glams on Fates that take 2-3 months to unlock (like ishgard restoration)
Everyone will be farming Fates like in the old FFXI

I like the gemstone system and would love small cosmetic/frivolous rewards that are exclusive to fates and change on a monthly basis. Although I would personally be fine if the rewards were one-time and that specific item never repeated (I think that would actually be the way to go if the goal was to maintain interest in fates) in the interest of inclusiveness to prevent a lot of negative backlash a yearly cycle might be better.

Raise the sync level by 2-5 levels on most fates.

Add a small amount of poetics / uncapped current tomestones as rewards.

Slightly raise bicolored gemstone rates on completion (20-24 per).

Add a currency like bicolored gemstones to old fates.

Add some old dungeon drop housing items, out-of-the-way orch rolls, mob-drop only crafting ingredients (Yak milk, steppe milk, dhalmel saliva, bear fat, ect), Amber-encased vilekin, and a few odd minions to the new gem currency.

Fates of the appropriate levels produce light for relics.

As someone who capped class levels, capped all the shared fate areas, and still needs a handful of gemstone-bought items, I would regularly do a few fates here and there if I could progress multiple things while doing it (my last couple ARR relics, finishing collections of stuff, earning currency for tradeskill mats), but giving me rewards I'm better off paying gil for (350-400k gil vs 30 fates is not a win for the fates side) and nothing else doesnt do anything for me.

Here, here. At the very least add Allied seals to ARR FATEs and Centurio Seals to Ishgard Stormblood areas.

That's why we have game developers.
Also XIV would do well to start treating this game like an MMO. Not everything needs to be soloable outside of duty stuff. That's the reason why nobody talks in the overworld. Funnily enough ppl do in Eureka. But that's another can of worms.

I'd say add the following rewards to be dropped randomly from FATES: IR Dye, Exclusive Crafting mats, Tomestones and some extra Gil

I'd also add FATES which partly require NPCs to be healed on a 1:20 ratio, have say a FATE that can be cleared by helping the NPCs and letting them do the heavy lifting.

they should have more of an impact for world building.

for a year, would you rather be secretly filmed at random moments and have the footage uploaded to your social media or loose $100 when ever you said a curse word?

Would love a grand company system for the overworld; you can join the crystarium guard in lakeland, pixies in il mheg, etc in every area where you get gil for defending their camps. This would be a fun way to earn gil (but with a cap of 100k per day maybe? Even 50k would be fun).
But you're limited to 1 "open world company/camp" so it feels more special whichever camp you're defending, you also get exclusive glam from them.

A kobold glam is way overdue....
    Sylph glam...

These are the types of repeatable open world content the game desperately needs. It's content that doesn't really need updating, it renews itself.
