    There will never be enough to satisfy high-pop worlds, and attempting to do so would be foolishly exceeding the demand of lower pop worlds. By failing to meet the demands of the high pop servers, they incentivize players to balance the server load by transferring to lower pop servers to meet their needs.
    ...Or they could just add wards based on server population.

    If it were that easy, maybe they would've looked into it already. But as I hear it, that's not something that's remotely possible.
