They should've baked it into the world lore as such:

1. While the Warrior of light has been away from the Source the Beast tribes have been once again fervently praying to their primals to come back. Thankfully this takes them a long time to summon them but this also means the danger they pose to the world is that much greater. Will the Warrior of light answer the call?
This is pretty much the ongoing theme for most beast tribe summoned primals, as the strength of the primal is contingent on the amount of crystals and prayer made towards its summoning. Shiva is a bit different though. With not only her summoning coming by way of using a living vessel to harness her power, but also leaving it to a battle of will power between the owner of the vessel and Shiva herself to see who reigns. There have been multiple means outside 'conventional' in primal summoning, so what is important is that they give reason to why and how it has happened.

I also get the impression that putting down a beast tribe summoned primal is now a mundane task for the WoL (I know what you're thinking with all the fetch quests. just let that go for a sec). What I mean though is that the Allied Forces knows that the WoL is attending to greater threats, and other fighters and Scions with the power of the echo are available to fend them off. If the WoL is specifically needed to take down a primal on the Source; it means that this primal is beyond anyone's ability to dispatch it. It will be interesting to see why these primals are even worth the WoL's time.
