That's what I was thinking of, as well. Like, maybe we could expand auto-translate. Actions would show you the tooltip, minions and mounts would pull up the same text you get from their existing tooltips, duties can show you their level requirement, type, etc.
You actually can do this. In fact I'll make an example right now.
It's a little less intuitive than linking items since you can only do it from your chat log as far as I know.
It works the same with both battle actions and status effects, I just happen to be mid-craft while typing this up.
Having everything in auto translate would be nice, but having some way to give auto translate the mouse over description would be even better.

I'd like to see the entire tooltip--ranges, costs, potencies, and all.
The one possible issue I could foresee is that some actions don't have the same tooltips at all levels. Actions that trait up without traiting into completely different actions would have to decide whether to show the fully traited version or some other version. It would probably make the most sense to show the fully traited version's tooltip, but that would make it less useful when syncked.
