Music stops playing, UI stops loading, actions animations don't play

I'm having an issue where opening UI elements like the character pane don't show, but still play a sound effect. I can also mount and the mount and my character will appear invisible, but I'm still able to move around and fly at mounted speed. If I dismount my character immediately loads.

Switching gear won't load the gear look on my character but my hotbars will swap. This can take 5-30 seconds. Inventory icons or icons when I receive loot in the flyout text show a transparent box where the icon should be.

Animations for my character stop playing in combat, but the actions still continue. I've confirmed with my friends they can still see me doing actions, and my combos don't break.

If any of these issues lasts more than a few seconds, the music will stop playing, but I can hear other in game sounds. Once the music cuts back in, all of the UI elements reappear.

I've reinstalled the game, and reviewed my internet connection through a traceroute. Other online games are not having an issue, and the traceroute doesn't seem to show anything out of the ordinary:

Good morning and thank you for posting in the Final Fantasy XIV Technical Support Forums.

To prevent repeating previously attempted troubleshooting, what have you tried to alleviate the problem? Does this issue happen when Final Fantasy XIV is the only program running? Also, could you provide a system report? Simply go to the 'Config' option on the Final Fantasy XIV launcher and to the right of 'System Information' click on 'Display.'

We also recommend deleting the locally-saved data folder (My Documents > My Games > Final Fantasy XIV). Make sure to create a backup of this so you can replace it if it doesn't solve the issue.
