That's not true in most cases. In duties like O4s which had constant resets, sure. You couldn't have Shadewalker for every reset.
But for most fights, including savage and ultimate, you wouldn't need your enmity combo as long as you had either a NIN or a WAR as MT, both very common and favoured jobs during SB.

"Historically" is correct. Ninjas managed more enmity during HW, and to a certain degree in SB. HW had the issue that provoke didn't give you any additional aggro, just the same as the boss' victim. If you swapped from PLD/DRK to WAR, mostly that wasn't an issue, because BB combo was part of their dps rotation. Anything else either required enmity combo, high burst, or in many cases a Ninja. SB made enmity less NIN-depended with Shirk, tanks could easily swap forth and back, but only as long as they had Shirk rdy. For fights that needed more than just 2 Shirks/120s, tanks screamed for a NIN. e.g. O7s add phases, Shadewalker on tank that grabs the add.
