Would the latency have been noticeable if you made a character on that server first; you know to test it out?

I couldn't really it was a populated server you can't really create a character in until it reaches a certain time and I am a tax agent currently so I work 6 days of the week 10 hours a day so I guess more or less I was exhausted as well and couldn't stay up till 3 am to try as well.

Any server on the same DC would have been fine, though - seeing how all NA-servers are at the same place, all EU-servers are at the same place and all JP-server are at the same place, even a server in the same general region would have been a possible test subject.
