I subscribed to the Retainer Service but I still have the same number of retainer slots. Why is this? notice that I got Error 24202 while paying but the amount already deducted from my card I even tried again to make sure same issue . I tied to log off and log in again same issue am sure am at my home world and ofc I done the quest

Then very likely the transaction on the Mog Station failed (as you said you got an error)
When that happens, your card account may show the "Pending Transaction" amount debit, however it will not have actually removed monies from the account. That debit will poof after a few days, depending totally on your card account provider's policies (on mine, they can hang around for 3 days max)
You will need to contact Customer Service via the Mog Station for help on the issue you are having with it.

well I tried to contact the customer service as you know they are not fully working ATM so I had to sent an email however the full amount already deducted from my card as my bank statement is showing

On the last part, contact your bank by phone and find out if the amount you are seeing has been deducted from your account as a completed transaction or is in Pending status.
If you are view your statement online or via mail, it sometimes isn't easy to differentiate between deducted and pending nor your Available balance as compared to the Actual balance of monies in the account, depending on the bank and how they display these items (on mine, the pending transaction are shown separate from the deducted ones, and the pending one count against available balance and not actual balance)
