Keiten won't give me Hail to the Queen

I've completed all quests in the Return to Ivalice line, I'm level 80, and I've completed the main scenario quests. I even did the two or three unrelated side quests in the airship (bringing the actor food) in the hopes it would help.

My FC recommended I submit a bug report, which I did. Neither my FC nor Reddit has any idea why I can't pick up the next quest.

Any ideas? Help!

Yes. It's set in that area, so requires that you be able to travel there. I can confirm that you just need it unlocked, however, and don't need any completion of it. I have zero completion of the Enclave and am able to do the relic quest just fine.

Oyome, was the last Ivalice quest that you completed "City of Lost Angels"? Please check your journal and check under "Chronicles of a New Era" - Return to Ivalice.

If you did, do you have any pending quest on your quest log to complete? You can only have up to a certain amount of quests up at any given time.

Finally, are you sure you went to Kugane's market area for the quest? If so, did you already attune to the Aetheryte at the Doman Enclave? You'll be going there quite a bit for your relic quest.

The Enclave is unlocked via MSQ though - you first visit it in late Stormblood and go back there repeatedly during the post-game quests, and the restoration quest line starts within the zone itself.

What am I saying any differently? "It" in my post is the Enclave. I'm confirming that you don't need any progression in restoring the Enclave. I literally have none aside from the restoration unlock quest and am able to complete the relic quests. There's brief mention in the relic unlock quest of how there's still a long way to go before the castle is restored so I imagine there might be slightly different dialog depending on your completion. But it's not required. You just need access to the Enclave.

"Unlocked but zero progress" still implies to me that you have done the initial unlock of the restoration quest but made no donations.

I wouldn't consider having access to the Enclave itself as requiring an "unlock" when we are talking about something that happened naturally in the flow of the story an entire expansion ago.

If the Enclave is unlocked during the MSQ, then shouldn't it by default be unlocked, since I've completed the MSQ?

Also I do have space for the quest in my journal (24/30 as of log out last night), but that's a good question and easy to overlook. Other quest markers show up above other NPCs, so it's not a display issue.

Also! I checked and Return to Ivalice shows up under New Game +. It's definitely completed.

I'll look into the Domain restoration after work tonight just in case. I didn't last night unlocking old alliance raids out of desperation, since the Stormblood alliance raids were required, haha.
