For most (perhaps all?) crafters, the reason "A Boutique Always Wins" doesn't show up ala Mowen now, at "Resplendent" time, is because we've already done it. It was done by crafters at level 70 as part of the unlocking of other Crystarium resources, such as summoning bell, Market Board, and assorted vendors including the Scrip Exchange vendor standing beside Eirikur in Crystalline Mean. If you can interact with scrip vendors game-wide (vis-à-vis level 70 yellow scrips mats) because of that earlier quest work, you have this qualification to begin Resplendent work. The key is this, check your favorite scrip exchange vendor, see if they will sell you "Resplendent 'class' Material A," for all 8 DoH classes. If it isn't there, NOW go back and research your quest history, with attention to main sequence associated with first exposure to Crystarium. As Frizze indicates, this quest does NOT appear in your journal when completed... a wee bit of trickiness that can keep us going in circles for hours. It did, me!
Lol, for me, the fun in Resplendent has been in finding out how to do it. Otherwise, as many folks are noting frequently on various forums, the gear is underwhelming. I don't think I'll be doing it any time soon. Perhaps S.E. will wake up and generate an explanation for this series, or at least do something, like convert it to all DoH offhands... NOW we're in the ballpark. Even if nothing else was done than to attach the glowie effect to our DoH workstations, that might be enough.
