It's possible, depending on what's in 1.16a (do they need the translators back), in how quick succession were they supposed to release 1.17 after it, and how much they are lagging behind the schedule.
If 1.16a is the mid-month small update (similar to 1.15b) then I assume it's ETA was last week, or the beginning of this week. I can see it being implemented soon after 25th, and most likely before April.

In case you haven't noticed, Japan doesn't have a power grid. I don't think SE was planning for a huge natural disaster to destroy a chunk of it's country and kill it's loved ones.
Just because we are safe in our countries, doesn't mean the rest of the world is comfortable in their computer chairs sipping mountain dew.
Yes, don't expect an update for this weekend. If i remember well, it has been stated that the updates would be released one or two weeks later than expected because; somehow, an earthquake followed by a tsunami, which caused a nuclear plant to nearly meltdown, affected the small country that Japan is.
For some people this game is Free-to-play.. and some other it's Free-to-Troll....

It's better to get ready for disappointment like the patches before this. If they'd have anything substantial they'd hype it up the wazoo. Like they hyped the quests that turned out to be leves instead.
