That's what I am thinking too. Au Ra horns are attached to their faces and can't be customized, yet there are some npcs that have different horn-face combinations not available to players.
Just going on my own experience, before where I work got so quiet there was no point opening we were filling the time getting little side jobs out of the way. Stuff that you keep meaning to look at but can't because you're constantly busy with your normal schedule.Seems kinda backwards thinking. It's delayed because they're having to spend more time on the big stuff, not because they're just putting it off. Working from home means more delays all along the chain. Those delays would still be present in the "side stuff." Side stuff would also take longer to develop, same as big stuff.
I mean, the big stuff in XIV requires voice acting and new music and other stuff that I expect is a real pain in the ass to get done right now. Fiddling with hair cuts in the character creator seems like something that could still be done though.
As I said, a long shot, not expecting anything to happen really, but that was my logic for thinking we might have gone from 1% chance to maybe 2 or 3%.
Difference is that they've never said au ra faces would ever get new horn combos (which would be a cc update/ change/ rework for that race) where as we known hrothgar are getting more manes, and as of right now the only way to change manes is through the cc.
At the very least this shows that they have worked on making some manes look good on other faces (unlike the first time we saw face 1's mane on face 3 for a promo render. both hairline and ears clipped badly)
Actually come to think of it, they probably could implement horn choice for Au Ra in the same way that they've done hair choices for Hrothgar - "new faces" that are actually the old faces with different horns attached.
When we get new Hrothgar manes, they are almost certainly still going to be changed through the CC, just with more choices available.
I mean, yeah, they could add new things to every race by making "new faces". But that would be under "adding CC options to races/ expanding on the CC" which isn't something they ever said they wouldn't do(I do believe YP said that they would do that before making a new race that looks a lot like a current one or something) ... but they haven't confirmed to be doing it for any race other than Hrothgar.
So yeah, seeing Hrothgar with differently matched manes is very much something to be hopeful/ excited about and is very much different from seeing a Human with elezen ears or Au ra with mixed up horns as it's something they said they are working on doing.
If anything people should be asking if this hints at them making just the current manes work on more faces OR if this is it's own thing and all the new manes will just be new concepts ... or if it's a bit of both where they make some manes that could work with other face styles open to them but also make new mane styles for all faces.
But yeah, I don't think Manes are ever not gonna be a CC thing. Would be nice to be surprised by them reworking that or at least sending Hrothgar a potion when ever they release it. But ehh.
those Au ra are the children or the Older player model which we know we are not getting

There are some "normal" Au Ra that seem to have horns that don't correspond to their face type too (eg. Yugiri and Mide) though it's done with custom faces based on standard ones.
The difference there seems to be that those two are major npcs for their arcs, but these are just background hroths. This wouldn’t be the first time they used background npcs to showcase hairstyles to come. I remember noticing npcs with new hair before it was released, such as the braided bob you can get from eureka showed up on an EB npc before it was available to player characters. I do think these hroths are small teasers. There’s no reason for them to make these npcs unique- there aren’t enough of them in the area to justify resorting to designing unique combinations unavailable in cc.

I get people being skeptical but there's way fewer Hrothgar here than in La-Hee land and they have outright told us Hrothgar are getting new manes and faces so why wouldn't this be a hint at that?
Hell, they recently teased the new dyes by putting NPCs in LL- ocean fishing area with some of them and some people noticed the difference.
Green one is a face 2 with face 1's beard and face 3's hair without the added side locks, perhaps the new Hrothgar faces will be mixing and matching features and manes.
I wouldnt be suprised if the dev team are working on some upgrades and improvements for the character creator that will get implimented at some point, same with the whole situation with hats and hair, viera certainly COULD be fixed if they simply just hide the ear and add ear covers to certain items similar to Mi'quote ears though this still requires altering said pieces to fit them in, I wish they'd at least focus on fixing AF gear first then expand out to Ironworks, Coil, Shire, Alexander, Scavean and Omega sets.
