    From what I heard the grinding part is for the Alternate 5.X Relic weapons. The first Relic weapon is basically free which I suspect it is due to how this time the Relic weapon here is story related thus it maybe that they are following that the first Relic Weapon upgrades is story related as we progress through the Resistance Storyline while the alt Relic weapons are all about the grinding to get the alt weapons. Thus it maybe designed that the Resistance Story acts as our "trial" to unlock the 1st Relic weapon of our choice while alts focus on grinding to obtain them.

    However, this is just my guess on how they maybe planning to treat 5.X relic weapons.
